What Is Blue Ocean ATS? The Venue Behind Overnight Trading
Blue Ocean ATS: how the overnight venue for US stocks works, its 8 p.m. to 4 a.m. ET hours in IST, the August 2024 halt and the December 2026 exchange plans.

Key takeaways
- Blue Ocean ATS is an alternative trading system that matches orders in US NMS stocks from 8:00 p.m. to 4:00 a.m. ET, Sunday to Thursday.
- Only US broker-dealers can subscribe directly, so retail investors reach Blue Ocean ATS through a US brokerage firm that connects to it.
- On August 5, 2024, Blue Ocean canceled trades made between 1:45 and 3:06 a.m. and halted trading after a spike in volumes.
- Nasdaq, NYSE Arca and 24X plan overnight sessions from 9:00 p.m. to 4:00 a.m. ET starting December 6, 2026, each subject to approvals.
- On Bloom, a stock order placed overnight, on a weekend or on a holiday is queued server-side until the next open, and 24/7 assets fill immediately.
Blue Ocean ATS is an alternative trading system that matches buy and sell orders in US National Market System (NMS) stocks from 8:00 p.m. to 4:00 a.m. ET, Sunday to Thursday. It is the overnight venue that US brokerage firms connect to when they offer stock trading after the evening session ends. A registered US broker-dealer owned by Blue Ocean Technologies operates it.
Individual investors do not connect to the ATS themselves; they reach it only through a US brokerage firm that has access, as the order section below explains. The overnight window sits after the evening session and before the pre-market session in our full US stock market hours schedule.
This guide explains who runs Blue Ocean ATS, its session rules and hours in Indian Standard Time (IST), and what happened on August 5, 2024. It then covers the overnight exchange sessions planned for December 6, 2026, and how we handle orders on Bloom outside regular hours.
#What is Blue Ocean ATS?
An alternative trading system (ATS) is a trading venue, run by a registered broker-dealer, that matches buy and sell orders from its subscribers without being a stock exchange. A broker-dealer is a firm registered to trade securities for customers and for its own account. Blue Ocean ATS is an ATS for NMS stocks, which the Blue Ocean ATS FAQ describes as ETFs, single-name stocks and American Depositary Receipts (ADRs).
Definition: NMS stocks are US National Market System stocks. Blue Ocean says they include ETFs (exchange traded funds), single-name stocks and ADRs, and its connectivity page says it trades all NMS securities, approximately 11,000 symbols.
Blue Ocean ATS, LLC is a FINRA member and an SEC-registered broker-dealer, according to its corporate fact sheet. Its March 2026 press release also states that the broker-dealer is a member of FINRA and SIPC. Blue Ocean calls its trading platform BOATS and its main overnight product the Blue Ocean Session.
Blue Ocean Technologies and Blue Ocean ATS, LLC
Blue Ocean Technologies is the parent company, and Blue Ocean ATS, LLC is its wholly owned subsidiary. The subsidiary is the registered broker-dealer and the operator of the Blue Ocean alternative trading system. Blue Ocean Technologies describes itself as a fintech company focused on after-hours trading and data solutions for global investors. It was founded by trading industry veterans in 2016.
The corporate fact sheet says the company is filling the eight-hour gap in the US equity trading day. It names investors in the Asia-Pacific region as a particular focus. The US regular session and the extended sessions around it leave that overnight gap between 8:00 p.m. and 4:00 a.m. ET.
A short history from 2016 to 2024
The Blue Ocean Technologies timeline lists these milestones:
- 2016: Blue Ocean Technologies is founded and creates the Blue Ocean Session offering for an after-hours market center.
- 2018: BOT client TD Ameritrade promotes "All Night Long" trading using the Blue Ocean Session.
- 2019: the company sets up a subsidiary to become a broker-dealer and operate an ATS.
- 2020: Blue Ocean ATS, LLC becomes a FINRA member broker-dealer.
- 2021: Canadian firm Urbana Corporation becomes lead investor, and BOATS goes live in June 2021.
- 2022: a strategic partnership with Samsung Securities is announced.
- 2023: the Tokyo Stock Exchange makes a 5% strategic investment, and the ATS expands its connectivity to brokers.
- 2024: Blue Ocean Technologies partners with MEMX for a new technology platform powering Blue Ocean ATS.

#Blue Ocean overnight trading hours
The Blue Ocean Session runs from 8:00 p.m. to 4:00 a.m. ET, Sunday to Thursday. It operates only on calendar days when the NYSE Trade Reporting Facility (TRF) is open for reporting the following morning. A TRF is a facility that receives reports of trades executed away from an exchange. Trades from the Sunday session, for example, are reported to the NYSE TRF no later than 8:15 a.m. ET that Monday.
The ATS does not open at 8:00 p.m. ET on Friday evening, because the NYSE TRF is not available for reporting trades on Saturday. That is why the Blue Ocean week starts on Sunday evening and ends early on Friday morning, ET.
Trade dates also follow the next business day. Trades executed between 8:00 p.m. and midnight ET carry the trade date of the following trade day. Settlement is the first business day after the transaction, known as T+1.
Key point: Blue Ocean overnight trading hours are 8:00 p.m. to 4:00 a.m. ET on Sunday to Thursday nights only. There is no Friday or Saturday night session, because trades could not be reported the next day.
Blue Ocean also closes for US holidays and publishes the dates for 2025, 2026 and 2027 on its Blue Ocean trading updates and holiday calendar. Each listed date is the evening before the holiday itself. For 2026, the list shows Wednesday, November 25 for Thanksgiving Day and Thursday, December 24 for Christmas Day.
Blue Ocean hours in IST
The Blue Ocean Session keeps its Eastern Time hours, so its IST times change when US clocks change. US daylight saving time ends on Sunday, November 1, 2026, when US clocks are set back one hour. The same Eastern Time session therefore has two IST versions in 2026:
- Until November 1, 2026 (US daylight time): 5:30 a.m. to 1:30 p.m. IST.
- From November 1, 2026 (US standard time): 6:30 a.m. to 2:30 p.m. IST.
The Sunday 8:00 p.m. ET open is early Monday morning in India. No session runs on a Saturday or Sunday in IST, which our guide on why no US venue trades on Saturday explains in more detail. Investors in India reach US stocks under their own country's rules, and our page on investing in US stocks from India on Bloom sets out how our product works there.

#How an order reaches Blue Ocean ATS
Only US broker-dealers can subscribe to Blue Ocean ATS directly. Every order arrives through a US broker-dealer that has a direct connection, and the ATS matches it against other orders during the Blue Ocean Session.
Subscribers, brokers and access
A subscriber is a firm that connects directly to the ATS and sends orders to it. Subscribers must be US broker-dealers registered with the SEC and members of at least one US self-regulatory organization (SRO). A firm that is not a US broker-dealer can reach the ATS through a US broker-dealer that is a subscriber.
Blue Ocean tells retail investors, institutional investors and foreign financial institutions to ask their preferred US brokerage firm for access. International brokers can reach the Blue Ocean Session through US sponsored access brokers or through their own US broker-dealer subsidiaries. For an investor, the practical question is whether their own broker connects to Blue Ocean and which stocks it enables overnight.
Blue Ocean CEO Brian Hyndman gave some scale in a March 2025 John Lothian News interview republished by Blue Ocean. He said roughly 70 brokers trade on the platform and that about 75 to 80% of the business comes from Asia Pacific. He also said that on any given night Blue Ocean trades over 5,000 different NMS stocks.
Order types, price bands and checks
Blue Ocean ATS accepts only limit day orders, also called session orders. A limit day order is an order to buy or sell at a set price or better that stays active only for one session. Orders entered during a Blue Ocean Session do not carry over to the next Blue Ocean Session, so an unfilled order has to be entered again.
The ATS also applies a 20% price band. It rejects orders priced more than 20% away from the reference price for that stock. The reference price is the last sale price printed on a national securities exchange as of 7:30 ET. BOATS also runs single-order share size and notional value checks on each order.
Subscribers see live, actionable quotes on the ATS. Trades are cleared by the ATS's clearing firm through NSCC and DTCC. They are reported to the FINRA Trade Reporting Facility (NYSE TRF) and to FINRA CAT.
| Session rule | Blue Ocean ATS |
|---|---|
| Hours | 8:00 p.m. to 4:00 a.m. ET, Sunday to Thursday |
| Securities | NMS stocks: ETFs, single-name stocks and ADRs |
| Order types | Limit day (session) orders only |
| Price check | Orders more than 20% from the reference price are rejected |
| Who connects | US broker-dealer subscribers |
| Trade reporting | NYSE TRF and FINRA CAT |
| Clearing and settlement | NSCC and DTCC, T+1 |

#What happened on August 5, 2024
According to Markets Media's report on the canceled trades, Blue Ocean's overnight venue was forced to cancel trades on August 5, 2024 after a spike in volumes. The report says the cancellation came a few weeks before Blue Ocean's planned migration to a new technology platform.
Markets Media linked the volume increase to the Bank of Japan's rate hike on Wednesday, July 31, 2024. It quoted a Blue Ocean post saying the ATS faced trading issues on August 5 from 1:45 a.m. because of high US equity volumes. Trades made between 1:45 and 3:06 a.m. were canceled, and trading was halted.
Markets Media noted that a number of brokers connect to Blue Ocean to provide extended trading hours. Blue Ocean then resumed trading on August 6 at 8 p.m. ET for the August 7 session, with a limited number of symbols enabled.
In mid-2024, Blue Ocean moved to Members Exchange (MEMX) technology. John Lothian News reported in March 2025 that the new system significantly increased capacity and reliability and addressed prior issues that had caused disruptions. Blue Ocean's business continuity summary also states that BOATS does not maintain a redundant recovery site.
What Blue Ocean's accommodation policy covers
Blue Ocean publishes an accommodation policy for ATS system failures. It applies when a direct subscribing organization sustains a net loss related to an ATS system failure. The subscriber must give written notice by the end of the third business day after the failure, known as T+3.
The ATS allots $250,000 each calendar month for all claims. If claims exceed that amount, the funds are shared in proportion among the claims, and the payout never exceeds the $250,000 monthly allotment.
Important: The policy covers direct subscribing organizations, which are broker-dealers. An investor who trades through a broker has an account with that broker, not with Blue Ocean ATS.
#Risks of overnight stock trading
FINRA calls any activity outside regular trading hours extended-hours trading, whether it happens in the pre-market, after-hours or overnight periods. According to FINRA's guide to extended-hours trading, overnight trading from 8 p.m. to 4 a.m. ET has more recently been made available to retail investors for certain stocks. FINRA lists several risks that apply to these sessions.
- Fewer counterparties: an order may be executed partially or not at all.
- Wider price swings: because fewer trades occur, stocks might be vulnerable to wider swings.
- No NBBO: the NBBO, which is the top national bid and offer price, is only published during regular trading hours.
- Broker policies: firms might only accept limit orders, and they differ on whether unexecuted orders are canceled or carried over.
Because the NBBO requirement does not apply to extended-hours trading, FINRA notes that an investor might receive an inferior price in one extended-hours trading system than in another. Our explainer on how pre-market trading works and its risks covers the session before the US open in more detail.
Note: Overnight prices can differ between venues, because no NBBO is published outside regular trading hours. A price on one overnight venue is not a national reference price.
#24 hour stock trading: the December 6, 2026 exchange sessions
Until now, Blue Ocean has operated in hours when US exchanges are closed. That is set to change on December 6, 2026, when Nasdaq, NYSE Arca and 24X plan to open their own overnight sessions. None of these schedules is true 24 hour stock trading: the plans describe 23/5 trading, meaning trading 23 hours a day, 5 days a week, with a one-hour daily pause.
Nasdaq's Equity Trader Alert #2026-46 on the new trading hours says Nasdaq will introduce a new trading session from 9 p.m. to 4 a.m. ET on December 6, 2026. Orders still open at 4 a.m. ET will be canceled and can be re-entered in the next session. Trades executed between 9 p.m. ET and midnight will be assigned the next trading day's trade date. The SEC approved the Nasdaq proposal to extend trading hours on April 10, 2026.
The NYSE extended-hours trading FAQ says NYSE Arca will add a fourth session, the Overnight Session, from 9:00 p.m. to 4:00 a.m. ET. NYSE Arca plans to launch it on December 6, 2026, subject to SEC approvals, the availability of the SIPs and DTCC's modernization work. The securities information processors (SIPs) process and disseminate quotes and trade data from exchanges.
The 24X overnight trading FAQ says that, pending SEC approval, 24X will add the 24X Market Session from 9:00 p.m. to 4:00 a.m. ET. Its target implementation date is Sunday, December 6, 2026. As with Blue Ocean, only member broker-dealers trade directly: only US broker-dealers that are 24X members can trade in its overnight session.
Blue Ocean ATS and the exchange sessions side by side
The planned exchange week begins at 9:00 p.m. ET on Sunday, and the Overnight Session then runs each weeknight through Friday morning. The table shows each venue's overnight hours and status on September 28, 2026.
| Venue | Overnight hours (ET) | Nights | Status on September 28, 2026 |
|---|---|---|---|
| Blue Ocean ATS | 8:00 p.m. to 4:00 a.m. | Sunday to Thursday | Operating since June 2021 |
| Nasdaq | 9:00 p.m. to 4:00 a.m. | Sunday to Thursday | SEC approved April 10, 2026; planned for December 6, 2026 |
| NYSE Arca | 9:00 p.m. to 4:00 a.m. | Sunday to Thursday | Planned for December 6, 2026, subject to SEC approvals and SIPs |
| 24X | 9:00 p.m. to 4:00 a.m. | Sunday to Thursday | Pending SEC approval; target December 6, 2026 |

What changes for Blue Ocean ATS
The exchanges plan a daily pause from 8:00 p.m. to 9:00 p.m. ET for trade clearance, system maintenance and the move to the next trade date. A Jones Day analysis of the 23-hour trading day reports what panelists said at a recent SEC roundtable. They said the heaviest overnight volume comes in the 8:00 p.m. to 9:00 p.m. ET window, which is the exchanges' pause, although alternative trading systems can remain open then.
Jones Day also notes that the SEC conditioned its approval on market-integrity features. These include temporary static 20% Overnight Price Bands, firm-level controls to block certain client orders and limit order price protection. Only US broker-dealers that are members of Nasdaq and NYSE Arca may trade in the new session, so retail investors will still go through a member firm.
Not everyone expects the start date to hold. In a Risk.net report republished by Blue Ocean, the SIP operating committees had told the SEC they would be ready on December 6, 2026. Hyndman told Risk.net in May 2026 that he did not see this happening by December 6. The same report states that the overnight session is about 1% of NSCC volumes, driven mostly by Asian retail investors with average orders of around $5,000.
In the March 2025 interview, Hyndman said the ATS model would remain dominant for the next three to five years. He cited challenges such as real-time trade reporting and corporate actions. On March 4, 2026, Blue Ocean ATS, LLC and RQD*Clearing signed an MOU on clearing for tokenized NMS equities. The partners describe clearing and settlement designed to operate 24 hours a day, seven days a week, including weekends and holidays.
Note: The move is not limited to the US. On July 21, 2026, the London Stock Exchange announced LSE 24, a separate overnight venue that will start with exchange-traded products in the first half of 2027.
#How Bloom handles orders outside regular hours
We work differently from an overnight venue. A tokenized stock on Bloom is an on-chain token backed 1:1 by a real share held in custody at a regulated US broker-dealer, and the token is held in your own embedded wallet. Each asset follows the trading session of its underlying instrument, and the asset detail header always shows a trading-hours pill.
Our documentation on how our trading hours and queued orders work sets out four states:
- Regular market hours: the order routes to market, executes and fills.
- Pre-market or after-hours: the order routes to the extended session, may partial-fill, and the remainder is queued.
- Overnight, weekends and holidays: the order is queued server-side until the next open.
- Insufficient liquidity during hours: a partial fill at the available price, with the remainder queued.
On Bloom: A stock order placed overnight is queued, not matched overnight. The receipt shows it as queued with an estimated execution time, and you receive a push notification when it fills.
Queued orders appear in Portfolio, Orders with a Queued badge until they become Filled, Partially filled or Cancelled. For assets with continuous markets, orders fill immediately at the prevailing request for quote (RFQ) price, and their pill reads LIVE 24/7. RFQ means a regulated tokenized security issuer returns a live quote that is typically valid for 5 to 10 seconds. Our trading FAQ gives the same answer for orders outside regular market hours.
| Point | Blue Ocean ATS | Bloom |

| Who connects directly | US broker-dealer subscribers | Individual users outside restricted jurisdictions |
| 8:00 p.m. to 4:00 a.m. ET | Matches limit day orders, Sunday to Thursday | Stock orders queued until the next open |
| Weekends and holidays | No session | Stock orders queued until the next open |
| Pre-market and after-hours | Outside its session | Routed to the extended session; may partial-fill |
| 24/7 assets | Not applicable | Fill immediately at the RFQ price |
